    We have a product at Microsoft called "Azure IoT". It allows you to enroll devices for a secure connection for tracking. We have a simple to understand example at MyDriving – An Azure IOT and Mobile sample application | Azure Blog and Updates | Microsoft Azure

    I would need more details about what you are trying to track and how you expect to track it to be of further assistance. If you are not a developer, you might want to reach out to Dynamics 365 as they have fleet tracking already built in as an option. You can scroll to the bottom of https://dynamics.microsoft.com/dynamics_365/business for ways to reach out to that team.

    However, if this is just a personal project you can build a simple application on a phone and enroll that to report it's location as demonstrated in this Github project. https://github.com/Microsoft/Bing-Maps-Fleet-Tracker

    Finally, the simplest tracking solution involves so fairly basic steps:

    1. Decide what device will be providing the GPS coordinates
    2. Set that device to transmit those co-ordinates and record them in a data base
    3. Build a dashboard, such as Power BI, to view and track that data
