Installing VS 2019 but it stopped

I am installing Visual Studio 2019 (Community version - free). But the installation stopped.

I installed it fom https://visualstudio.microsoft.com. It downloaded "vs_community_18429...exe".

Then it said "Before you get started, we need to set up a few things so that you can configure your installation" After I pressed "Continue", it opened up another window titled "Visual Studio Installer", with a message saying "Almost done - Getting everything ready". Shortly afterward, it put green color checks on both the "Downloaded" and "Installed", indicating both Download and Install had completed.

Then it displayed another window "Visual Studio Installer",  in which it said "Visual Studio Community 2019 Downloads stopped", followed by "100%" on the next line. The line after said "Waiting for Creating Windows restore point...", "0%". The last line said "This might take a few minutes to finish."

But it never finishes, it just stays there forever. I can't even close the window, it will say "It looks like you are installing or modifying another product right now. Please wait until all other operations are finished and try again"

I followed the suggestion from the installer: (1) remove the directory "Program Files (x86)/Microsoft Visual Studio/Installer", (2) remove the downloaded installer .exe file (3) re-download and execute again the installer .exe.

It went a little bit farther, then on the Installer window it displayed, on the left side: Visual Studio Community 2019, 16.2.5, Setup paused. On the right side, it displayed 3 buttons: Resume, Modify, More (to cancel only). The installer's pause is forever. When I pressed Resume, a small window popped up: Sorry, something went wrong. When I opened the log, it was empty.
