    I have a small SQL server database with few tables and store procedures. My database data needs to be access all over the world , i have decided to design a .Net Web API which will call a store procedure and then return data in DataTable or JSON format.

    Do i have to host api on IIS and would i need a SSL certificate for this?

    To publish Web API to the whole world, you need a public IP address and that must be assigned to you via Internet service provider or web hosting service provider, generally speaking, to bind your domain name to it. To use client certificates with SSL, you need a way to distribute signed certificates to your users. For many application types, this will not be a good user experience, but in some environments (for example, enterprise) it may be feasible.
