Localization for two language

Dear All.,
I am creating a website in which i use localization for (two different language). Let say i am using English and Arabic. For English it is default set left-to-right direction. And when i click to Arabic mode i need to change specific thing by righ-to-left direction. I am using master page. I dont want to change the title, date etc in the top of the panel when i click ARABIC link button. please help me to solve this issue. Thanks in advance
