Terms and conditions - Using a dialog element in a Metro app

Question

I would like to add an EULA (terms and conditions) at the beginning of my app. The text is long, and I need title and buttons. My questions are: Can I use a dialog box for EULA text and can I add a scroll bar to the text within that dialog box? How do I add the scroll bar?
