    <form id="LoEAdminForm" class="tr" style="; left: 20px" >

    LoEAdminForm
    <select id="LoESelect" name="LoESelect" runat="server" ></select>
    <br/>
    Description : <input id="LoEDescription" type="text" name="LoEDescription" runat="server" />
    <asp:RequiredFieldValidator ID="rLoEDescription" runat="server" ControlToValidate="LoEDescription" ErrorMessage="LoEDescription file is empty"></asp:RequiredFieldValidator><br/>
    Remarks :<input id="LoERemarks" type="text" runat="server" />
    <asp:RequiredFieldValidator ID="rLoERemarks" runat="server" ControlToValidate="LoERemarks" ErrorMessage="LoERemarks file is empty"></asp:RequiredFieldValidator><br/>
    Clean_Version :<asp:FileUpload ID="LoEClean_Version" runat="server" />
    <asp:RequiredFieldValidator ID="rLoEClean_Version" runat="server" ControlToValidate="LoEClean_Version" ErrorMessage="Clean Version file is empty"></asp:RequiredFieldValidator><br/>
    Track_Change :<asp:FileUpload ID="LoETrack_Change" runat="server" />
    <asp:RequiredFieldValidator ID="rLoETrack_Change" runat="server" ControlToValidate="LoETrack_Change" ErrorMessage="LoETrack Change file is empty"></asp:RequiredFieldValidator><br/>
    <asp:Button ID="btnLoEUpload" runat="server" Text="Upload" OnClick="UploadLoEAction" />
    </form>

    I can suggest you can begin with is to learn how to create a layout using an Html table. after you get familiar with it, you can jump to advance layout design using the div tag.

    You can refer the following articles.
