  • What .NET Framework was targeted in VS 2008 when the application was built?

It could not have been .NET Framework 4.0.

What other framework versions are installed on the XP SP3 machine? The possible targeted framework versions in VS 2008 are 2.0, 3.0 or 3.5.

Therefore, I suggest you install 2.0/3.0/3.5 on the XP machine using this standalone cumulative update:

    http://download.microsoft.com/download/2/0/e/20e90413-712f-438c-988e-fdaa79a8ac3d/dotnetfx35.exe

You should first clean out your %temp% directory, disable you AV software and run the installer "As Administrator".

Please let us know how it goes.

  • What does Windows Installer have to do with this issue?

The link I provided is to the .NET Framework 3.5 SP1 cumulative update.
