Where is the site I need to submit HLK package?

I hope this is a simple question. I am trying to follow this link for HLK package submission:

But I don't know what web site or partner account I need to create in order to get to this hardware submission form.

Sorry I'm not the developer here ... my developers got the HLK test app, fixed our driver, passed all tests. We successfully signed the HLK package with our EV certificate ... now it was put to me to figure out how and where to submit the package.

Hey, you have performed all required steps with your HLK package.

You can submit the package here - https://partner.microsoft.com/en-us/dashboard/hardware/driver/New

Before submitting the package please ensure that you have signed the package with SHA2 certificate as Microsoft accepts only SHA2 signed packages.

I hope you already have required membership, and have subscribed to Hardware program on the MPN portal.
