DX11 & metro apps vs devices that don't have DX11 hardware RRS feed

  • I realize that the everything here points to using DX11 for metro style apps. Now I am looking for hardware to develop on in a reasonable price range, the exopc looks underpowered compared to the samsung tablets they gave people at Build, but it has the correct screen resolution. The problem is that it doesnt 'support' DX11.  

    Win8 runs on the EXOPC, so my question is: As long as I am not using special effects that require DX11 hardware, things should still work fine for development, correct? Also can metro apps target DX10 hardware (or less)?

    If anyone has information, or links to places that expound on this, that'd be great.
