HI, This will surely help u out. i had faced the same sort of problem some time back n i have managed to get rid from that in below fashion.

In your server , login with server credentials. create new user in "user authentication" . After creation of users you can see the list of users in the left bottom panel. Right click on any user then select "add host from which user can connet" then enter the IP address of the user system from which you want to access the system.

Please mark this is as "ANSWER"if this helps u out.

Are you able to ping/telnet the remote MySQL server?

Check any firewall/Anti virus on the remote MySQL Server is blocking any incoming/outgoing connection to MySQL server
