    Do the Framework have native support for creating excel files (without having excel installed on server) using vb.net?

     short answer: no.

    Long answer: You can fudge a lot of stuff.  Often users can make do with just a csv file served out with excel headers.  excel has an xml spreadsheet format supported since office 97 that you can write in the framework.  Microsoft has developed a framework for writing the new office 2007 file formats which can run independent of Office.
