  • can you try deploying the app on C drive?

are you depolying to a removable device via WinAppDeployCmd?

can you tryin uninstalling Microsoft.VCLibs.140.00_14.0.22929.0_arm__8wekyb3d8bbwe which lives on the C: drive using winAppDeployCmd. Then run the install again
