IBM provides client access which has a sdk and examples that You can use to easily read / write to a queue on the as/400 with asp.net.  You can connect to a DB2 database via odbc.  DB2 is ansii compliant SQL.  You can call web services that are hosted on the as/400.

    Oracle with odbc.

Its mostly command based but it has a command prompter.  You can find more information about the iseries here http://publib.boulder.ibm.com/eserver/ibmi.html
