    I really have no idea what you're talking about here. That control panel
    applet is named Restore Windows 7 Backups by design because that is its
    function, to restore backups made with the Windows Backup feature from a
    Windows 7 computer.

    No, you're missing the point here. It seems that the restore function in
    Windows 8 won't work with backups created with the Windows Backup in
    Windows 7 so Microsoft has included a tool that will allow you to restore
    those backups. The tool is named correctly, you're just not understanding
    its purpose.
