can i become a developer ??

I am a great fan of Microsoft soft products I have a Xbox and just bought the lumia 710 with wp7 software and am very impressed with it I would like to become a windows phone developer and help improve the software and future developments how I can if. You could let me know if I am able to become a WP 7 developer and how I would very much appreciate it. Thank you
