  • I redownloaded the SSMS 18.0 package <SSMS-Setup-ENU.exe> and when I ran it, it gave me the option to repair. After the repair, it required a reboot. After rebooting, the problem is resolved.

Note: In Windows Server 2012, mounting the SQL Server installation ISO and trying to run the dotNet installers in the redist folder does not work since dotNet 4.x is part of the OS, so those installers don't run. Running the Repair for the Visual C++ and Visual Studio Tools did not help, neither did resetting the SSMS window layout or repairing SQL Server. Only reinstalling the SSMS package from the SSMS installer executable fixes this problem.

Microsoft should take note that this happened on a brand new machine and brand new installation of everything.
