I tested it...
I have a PC with Windows 7 SP1 x64 and using WebPI I can see Windows Azure Pack : Service Bus 1.1.
I have another PC with Windows SP1 32 bit and using WebPI I CAN'T see Windows Azure Pack : Service Bus 1.1.
I think that the last reason to your problem is that your Windows 7 SP1 is 32 bit version. Is it right ?

From this page http://technet.microsoft.com/en-us/library/dn469335.aspx it is available only for Windows Server.

Using WebPI you can install Service Bus 1.1 (on Windows 8/8.1 and Windows 7 SP1). In WebPI you can find "Windows Azure Pack : Service Bus 1.1".
It isn't the full Windows Azure Pack for Windows Server.

Hi Paolo,
Thanks for your answer. I could find and install the pack on my Windows 8.1 dev machine, but for some reason, it doesn't appear in WebPI on an other machine running Windows 7 SP1. I even tried the installer found here ("contextual installation link") but then WebPI says that it couldn't find the product.

It's precisely Service Bus 1.1 that I would like to install on the Windows 7 SP 1 machine.
Should/can it be installed without WebPI?Wednesday, October 23, 2013 6:37 AM -
AFAIK only Service Bus 1.0 is available outside of WebPI at this link
http://www.microsoft.com/en-us/download/details.aspx?id=35374
You can install Service Bus 1.1 only using WebPI.

Hi Paolo,
Sorry to keep turning around, but considering that SB 1.1 cannot be found in WebPI on a Windows 7 machine, does this mean that SB 1.1 is only available for Windows Server and Windows 8/8.1, and not for Windows 7?
Thanks

I think that your Windows 7 isn't updated with SP1.
WebPI filters products based on your O.S. version.

Do you have SQL Server installed...at least SQL Server Express ?
It is used by Service Bus to storage messages.Paolo Patierno

Your Windows 7 edition is 32 or 64 bit ?
At this link it seems that only x64 is supported :
