    Is the PWS kit designed for use with the Visual Web Developer Express only, or can it be used with VisualStudio 2005?

    You can use it with both.  Once you have installed it, open either VWD or VS2005 and go to New -> Web Site.  you will find Personal Web Site Starter Kit in the Installed Visual Studio templates section.  Click on it and it will open.
