Did you try enabling relay for the web server?

How do you know you can't?  Error messages, log entries, etc. would help diagnose.  It could be as simple as you have everything working correctly and the destination is dropping your message as spam.

Yes, what's the error msgs? IIS SMTP log file? I'm guessting 550.7.1 unable to relay. so you need to configured your smtp to allowed relay for such domain or from the webhost or authenticatoin, try

    thanks for advice

    ended up fixing this by:

right click in IIS default SMTP virtual server

    Access tab

    checking "only the list below"

adding the IP of the server

checking the box below "Allow all where authenticate.... etc"

That will work as well, to secure it better. try authenticate before allowing relate. then you can skip ip restriction.
