You should post questions about issues with WebMatrix to its own forum: http://forums.iis.net/1166.aspx. This forum is for questions about programming Razor Web Pages, not about the IDE itself.

Have you tried repairing the existing installation or reinstalling it? It could be an issue with the actual installation itself (i.e. something could have become corrupted, etc.). Additionally, you might try running it with administrative rights (Right-click > Run as Administrator) as that usually resolves quite a few issues.

If those options do not work, you might try elaborating a bit more on what you are trying to do when you encounter this error. Is it when WebMatrix opens? Or are you performing a specific operation that seems to cause this to occur?

Is it doing this when opening any project?

If you do when opening a project, the problem is the project.

Check your web.config file and project licence files.

The error msg itself is not even one that's decipherable. I don't think there's anything you can do about this error.
I use WebMatrix sometimes, and from my experience, it has a lot of bugs in it. Plus the fact that it's no longer being actively developed by Microsoft means developers shouldn't trust it too much.
    Use Visual Studios instead.

    Problem Signature 09: System.OutOfMemoryException

Is this occurring when you are opening WebMatrix or when you are running a site / application in it? An OutOfMemory exception is generally going to occur if you attempt to store a large number of items into memory (and the amount exceeds the available system memory). It can also sometimes occur when you encounter an infinite loop.

If it is when you open the application, I would highly recommend re-installing WebMatrix as it sounds like something might be wrong with your existing installation.
