2007 Theme CSS not rendering in IE v9, Chrome, FF RRS feed

    We have build a new theme for a client's 2007 MOSS installation, and while the theme looks fine in IE v8, all other browsers (IE v9, Chrome, FF) do not render the theme's CSS. It's there in the headers, but when we run any DOM inspector (IE Dev Tools, Firebug, Inspect Element in Chrome) the CSS does not show as being applied to the target classes. Only the Core.css is being expressed / rendered.

    If I dumb down IE v9 to IE v8/v7, and use Quirks mode, it works. 

    Do I need to force an HTML DocType to get the rendering style I want? If so, recommendations for which DocType might be best for Sharepoint 2007?
