Automatically Activating the Add-In Tab on Ribbon

I'm migrating a 97 application to 2007. The old file used many custom Toolbars. In the conversion, the custom toolbars became Add-Ins on the Ribbon. I'm OK with that. Here's my dilemma: how do I automatically activate the Add-In tab? For example, I have a cluster of reports that used a toolbar to flip from one report to another. Now the toolbar is on the Add-In tab. However, when the report is opened, the Add-in Tab is nested BEHIND the Print Preview Tab on the Ribbon. The user must navigate to that tab. Trust me -- not all users are gonna figure that one out. So, I want to be sure the Add-In Tab is visible.
So, how do I specify activation of the Add-In Tab?

Just a side comment, in Office 2010 that is possible (I know you are using Office 2007).

Welcome to the world of the ribbon. You'll have to live with the fact that everything is less intuitive and takes more mouse clicks. There is no support for activating a ribbon tab through VBA - that would make it too easy!

I was going to try this but -- I know this sounds bizare -- but looking at my options here is what I see:
Ribbon and Toolbar Options
Ribbon Name
Shortcut Menu Bar
Allow Full Menus
Allow Default Shortcut MenusNO OPTION FOR ALLOW BUILT-IN TOOLBARS; NO OPTION FOR MENU BAR LOOKUP!!!!!!!!! This is odd. If I've accidentally turned them off somewhere, any idea on how to restore?
