Hi Jack, you should download the Localized versions of emulators so that you can use another OS language and not switch the OS "locale" (aka "Regional Settings". For example, localized versions for WM6 are available at http://www.microsoft.com/downloads/details.aspx?FamilyID=38c46aa8-1dd7-426f-a913-4f370a65a582&DisplayLang=en. After installation, you'll find them available under Device Emulator Manager.

Hi Jack, you need to download all the localized emulators if you want to test all the available languages. The interesting fact is that yesterday this download was available at microsoft.com/downloads, today is no longer available... see live.com's cached page: http://cc.msnscache.com/cache.aspx?q=windows+mobile+emulator&d=75343289012559&mkt=en-IE&setlang=en-IE&w=26f3335,3abe7f6a (obvioulsy download links at the end of the page don't work). So I think that this is simply temporary... please check in 1-2 days.
HTH, bye!
Thanks,
~raffaele
