Hi,
I think you can create the music album as an app. If you want to get income from the app, you can enable consumable in-app product purchases and submit the app to the Store.

In windows store app, Windows.UI.Input.Inking namespace provided a lot of API which can render/draw inkstrokes on screen:
•Drawing ink strokes.
•Capturing ink strokes.
•Rendering strokes using Bezier curves.
•Selecting strokes.
•Deleting strokes.
•Saving and loading strokes.
•Converting strokes to text through handwriting recognition.
•Copying and pasting strokes from the clipboard.
•Hit testing (or stroke targeting).

Basically the store doesn't care how a certain image was created. The store guidelines don't force anything there (aside from content guidelines - non-pornographic, etc.)
In general however it's a big benefit if you use UI similar to what people know from the system and high quality assets are a must if you want your App to suceed on the Store. Perhaps I don't quite understand what you intend to do but even high quality scans would likely look somewhat out of place - at least when it comes to Icons, etc. outside the actual game.
Overall I would suggest to get together with someone who is savvy in the creation of graphics assets on a PC or to extend your knowledge in that regard.

you are a darling;you partly answered the question:
i know someone who can make life-like graphics on paper and
another person who can use graphics software to touch up so that the
final artwork is rendered high quality resolution from a standard
graphics software..and i don't mean just "dpi maximization"
but graphics that would look as real as can be as if created by adobe illustratior..
also oliver : i am also a musician and want to know whether i can make my tracks
into an app and make them free to download and get income from in add apps..
