While we can appreciate your enthusiasm, this question seems to be outside the scope of what we cover here. I could recommend you search through Google Scholar for standards to evaluate mobile applications. The biggest questions you have to answer are:
- what problem are you trying to solve?
- How will said app solve the problem?
- Have you framed the key points of your problem that the app is supposed to solve correctly?
- Will the mobile app meet your requirements list?
- Are there multiple mobile apps that fit the requirements?
- Budget?
With this type of question you have asked, there is no one size fits all answers. This is about the best I can recommend to you. And this link to Google Scholar searching for what I believe is your question:

Proper Methods of Evaluating Mobile Applications
