Office 2007 SP3 version confusion

I asked a user to install Office 2007 SP3 to correct a .NET Interop problem that caused my shared COM Add-in for Excel to prevent users from being able to embed Excel 2007 docs inside Word 2007 docs. This is a known issue that SP3 corrected. My user is running XP SP3. I had a few other users during the past 6 months who also ran into this problem but it went away when they installed SP3. They were running Win 7 though.
My user with the current issue installed SP3 but the problem didn't go away. When I checked his version numbers for Excel 2007 I noticed they were lower than mine.
His version number, as reported by About Microsoft Excel 2007 is: (12.0.6611.1000) SP3 MSO (12.0.6607.1000)
My version number, as reported by About Microsoft Excel 2007 is (12.0.6665.5003) SP3 MSO (12.0.6662.5000)
My version number appears to be higher than his, even though he downloaded and installed SP3 last month and I did it about a year ago.
I suspect that this may be why embedding works on my Excel/Office 2007 machine and not on his.
Where can my user download the most up-to-date version of SP3 for Office 2007? I believe he went to the main SP3 download page on ms.com but I don't know why he ends up with a lower version number than I.

After Office SP3 release, there're also security update release, like this one: http://www.microsoft.com/en-us/download/details.aspx?id=29753
So it's necessary to ask your customer to check Windows updates and install every one about Office 2007.
