Anyone have good suggestions for a extremely inexpensive host provider? Least expensive for virtual machine(s) running Windows and SQL server that can be used as my own small time personal developing and testing? Thanks!

You could check at http://www.windowshostingasp.net/Top_ASP_NET_VPS_Hosting_Providers.aspx. You could get a Windows VPS for $18-30 depending if you need a control panel.

if it's only for testing I suggest you use an Azure App Service in the free tier: https://azure.microsoft.com/en-us/pricing/details/app-service/. The SQL db isn't free but can also be low budget, use the single B database option: https://azure.microsoft.com/en-us/pricing/details/sql-database/.
