why desk.cpl version 64 bits use the "surrogate" syswow64\dllhost.dll version 32 bits ? RRS feed

    In Windows 10 64-bit version I am surprised to find that the "rundll32 shell32.dll, Control_RunDLL C:\Users\noel\Desktop\desk.cpl" command starts the surrogate sysWow64\dllhost.dll for DCOM communication.
    Why this?
    How not to use the 32-bit version of dllhost.dll?
    Does it say that it is currently technically impossible to remove the 32-bit system under?
