"Create Site" permissions RRS feed

  • I have a user that has full control on a site yet they get an access denied error when trying to create a subsite under that site.  The only way I've been able to allow that user to create a subsite is by adding them to "Site Collection Administrators".

    I had a problem previously with a user that had full control over a site but wasn't able to create a page.  I found that the user didn't have read access on the master page library.  Could there be a similar problem?  I thought that the user having problems creating a subsite might need elevated privileges on "Site Template Gallery" but that list seems to only contain custom templates. 

    So...in addition to "manage hierarchy" or even "full control" permissions on a site, what other permissions elsewhere in SharePoint does a user need to have to create a site?
