I want help in knowing the licensing for Visual Web Developer 2010 Express

is it completely free for commercial use or no ?

Quick reply: yes.
Every express version of any product is free for use. Commercial and whatnot.

The difference in the versions is the tools they offer.

you can also register the same or any other express software multiple times using the same e-mail id.
