How to set up i18n with WOPI. We are facing issue with <ui=UI_LLCC&>

We are working with WOPI integration with one of our products. Basic integration is successful and we are trying to achieve i18n(Localization).
As part of our application we have the locale and we are trying to pass to WOPI API as recommended. But the Office Action URL loads always with the default locale I suppose
We are trying to pass the locale(fr-FR) as shown below:
https://<wopi_server_host>/we/wordeditorframe.aspx?ui=fr-FR&WOPISrc=........
Please help us in this regard.

Hi PraveenKumarRajan,
Thanks for reaching out to us. First please verify that you are working with an on-premises deployment of Office Online Server and not the cloud Office for the Web products. Assisting will depend on access to that server.
From your question, my assumption is that when you set the locale UI in the WOPI action URL query parameters, you are not seeing the desired language in the Word, Excel and/or PowerPoint web apps after loading a document. Confirm this is correct.

This looks correct to me.
A couple of things come to mind here. Make sure that you have installed the appropriate Office Online Server language packs. These will be needed in order to see the desired language. You can find information about these here:
Also ensure that after deployment of Office Online Server, including desired language packs, the op/generate.aspx (including the loading of the document in the web app) and hosting/discovery endpoints are functioning correctly and show the language UI desired.
Also, ensure that all of the latest updates have been applied successfully to Office Online Server.
If those are not observed to be correct, then you may need to contact the Office Online Server product support team for assistance in diagnosing the install/deployment before you can expect your WOPI host server to integrate successfully. Or you may need to reinstall.

Since the most recent problem you see is related to installation of the product, I advise that you contact Office Online Server support using the other link I provided previously.

We are using on-premises installation of Office Online server.
We have checked the Office Online server. I was able to view, below items in Programs and Features:
Microsoft Office Online Server
Microsoft Office Online Server Language Pack - English
Kindly let me know, where we can find the language packs available in the Office Online server. And also provide details, on how we can install the language packs for Office online server, if it does not exists.
We tried the Office Customization Tool and Office Deployment Tool to add fr-fr language pack. But we were getting below error:

We're sorry, Office Click-to-Run installer encountered a problem because you have these Windows Installer based Office programs installed on your computer:
Microsoft Office Online Server
Microsoft Office Online Server Language Pack - English
Click-to-Run and Windows Installer editions of Office programs don't get along for this version, so you can only have one type installed at a time. Please try installing the Windows Installer edition of Office instead, or uninstall your other Windows Installer based Office programs and try this installation again.Wednesday, June 24, 2020 11:43 AM -
