Deploy Windows 8.1 App without Visual Studio or MS Store

Question

Newbie Question please? How do I deploy an App to a Windows 8.1 PC that DOES NOT have Visual Studio installed? I want to test the App without debugging it in VS or using the MS store. I would like to save the bits to a thumb drive and manually deploy to a new PC. Can I do that? Thanks.
