How to fake operator privilege

Dear Sir,
I'm a newcomer in win8 metro style app. I would like to implement a MBIM App to demo to TW and JPN operators.
But I encounter privilege problem(got access denied exception when calling some MBIM APIs).
So, my question is how do we to implement the App which can run SMS functions or visible provider... etc.
I have checked and googled related info....It seems we have to add metadata package for this but we are not really telephony operator.
If so, is it possible to add the metadata package for implementing MBIM app? Or we can set some fake info for this case?
Another question is what kind of MBIM APIs need special privilege to run? On the other words, if I didn't give "device metadata", what kind of MBIM APIs I can't call? And what kind MBIM APIs I can't call if I didn't give "mbim metadata"?
Please help on this. Thank you so much.

Hi Bob,
I don't believe there's a way to fake this. The app needs to be approved by the operator to call the privileged API.
