     hello,

    hello my name is carlos Velasquez, and im a programmer, but i got not resources to buy some microsoft devices, i would like to program some apps for the surface, i would want some info about how can i receive help on gaining a surface rt.

    There is no program to get a surface rt that I am aware of.   You can develop the apps on a windows 8 computer.  Try and find a local meet up or .net user group maybe someone would be willing to test the app for you that is in the group
