Is Biz-Talk 2016 ready to download yet ?

No, not yet. Downloads should be available to the public soon, only invited people have access as of now.
BizTalk server CTP2 is available but only for those who nominated through Technology Adoption Program (TAP)
The goal of the TAP is to get critical feedback on feature capabilities and product quality that will be used to determine when BizTalk Server 2016 is ready to ship as well as giving customers the opportunity to take BizTalk Server 2016 to production as soon as possible.

The RTM version is not yet released, meaning it's not officially released yet.
The community technology preview (CTP2) version is available via Microsoft Connect if you sign up for the preview. Few more modifications are expected before actual release.

no need to download.
You can try out BizTalk Server 2016 CTP2 as a new virtual computer inside the Microsoft Azure Portal.

Microsoft BizTalk Server 2016 is in CTp2 mode only right now, means it is not released to general public for trying. It is available for preview and trial by the Community but it is also Invite only trial.
you can refer the below link to stay updated with the features.
Also Microsoft has announced a TAP program to test the features of Microsoft BizTalk 2016 by undertaking projects in conjunction with Organizations. You can find about that at below mentioned link.
