Is it possible from a metro app to disallow user to move away from app. Not even allow him to start another app.
No. Apps cannot lock the user out of the rest of the system.
The system administrator can set up the system to run only a single app. This is called "Assigned Access" mode. See http://windows.microsoft.com/en-us/windows-8/assigned-access
