    You can certainly build a library by right clicking the library project and selecting build.  The build menu also has this feature.

    A library can be deployed once built as long as changes to the library to not affect other libraries/projects.  For example adding a field might ripple through to the UI.  

    I run ASP.NET Core in watch mode which compiles the app when source files change.


    Watch has nothing to do with publishing but it saves time while developing.

    Is there a specific problem you are trying to solve?  Continuous development?

    If you want to compile and publish a folder separately in the .net core project,as far as I known it is impossible.As mike said in your previous question,the Models and controllers are compiled to projectname.dll. Cshtml files (Razor Pages, MVC Views, partials, layouts etc) are compiled to projectname.Views.dll when publishing the .net core project. There is no separate folder publishing file.

    For quick compilation,you could use dotnet watch in order to update your publishing project in real time during development, just as mgebhard said, you can also refer to the link on how to use dotnet watch:
