I have downloaded the Dev Mode Activation App. followed the step as mentioned here. https://docs.microsoft.com/en-us/windows/uwp/xbox-apps/devkit-activation. Entered the Activation code. but the in the next step i only see the below message. And my Xbox
is up to date. there are no updates available

You're almost ready for dvelopment , but first we need to update your Xbox. After the update, come back to this app and you'll be able to switch to developer mode.
