Cannot renew developer license for Windows Store apps

When I open a Windows Store application, I'm asked to "Renew your developer license for Windows 8.1" I agree to it and then sign into my Windows Live Account. I get a dialog box that says "We couldn't get your developer license for Windows 8.1" Error 0xC03F1014. This is for a Surface Pro 2.
The following indicates there is a power shell script from Microsoft that solves the problem.
Is there a fix or download available? I'm logged in as an administrator on the machine and when I try the powershell route, I get feedback indicating I'm not an administrator.

You won't be charged for problems like this one which are rooted in a Microsoft bug.
That said, this is now fixed in http://support.microsoft.com/kb/2913270 so you should be able to apply that rather than calling in.

There are known issues being investigated regarding this error, but they aren't something we can troubleshoot on the forum. For individual help please open up a case with by visiting http://aka.ms/storesupport. Choose "Developer Tools" to open a support case on this topic.
There isn't a general fix available. The script mentioned needs to be crafted for the specific system.

Thanks for the reply Rob. I went to Developer Tools and selected Other as the category and selected Start Request for Microsoft Support. It then asks for a payment method with the following "Cost of $259.00 per support request. Before your support request is submitted you will be redirected to a Microsoft billing site where you can enter your credit card information." Really?Monday, January 13, 2014 2:37 AM

These are some helpful steps which you should follow to get your new license
- You can first open the Windows Store apps project click on "Project" menu.
- Select "Acquire Developer license" from the "Store" option. then click on i agree button
- Enter your outlook id and password and Sign in
- Then new window open where you can easily renew your license according to your store apps expiration date.
