formatting tool bar is grayed out

I'd like to be able to use <b> and <i> tags by highlighting some text and clicking a button on the FORMATTING TOOLBAR so I don't have to manually add the bold and italic tags myself manually. I can see the toolbar B I and underline it's just grayed out. How can I fix this? Is this in tools options?
