Administrator User account on WinServer 2008 R2 - insufficient rights RRS feed

  • Hi all,

    I'm not sure if this is the right forum to ask this question but I couldn't find better one.

    I have written a simple windows service in c# that downloads one particular webpage (using WebClient class) to retrieve some data that changes on daily basis. 
    When I run it under built-in administrator account or "network service account" it works fine but when I created dedicated user account and added it to Administrators Group when I try to download this website I'm getting exception:

    "Unable to connect to the remote server. No connection could be made bacause the target machine actively refused it (Target machine IP here)"

    Here's the simplified code part for console app:

    public static void DownloadWebsite()
      WebClient wc = new WebClient();
      wc.Encoding = Encoding.UTF8;
      String website = "";
      String address = "http://google.com";
        website = wc.DownloadString(address);
      catch (Exception ex)
        Console.Write("Error: ");
        if (ex.InnerException != null)

    Does anyone know how to set this Administrator Account properties or windows server security policy in order to make it work?
