Cannot open Project 2010 PWA Site with SharePoint Designer

Trying to customize some of the "Project Detail Pages" with SharePoint Designer 2010. Designer reports that the site is set to disable access from SharePoint Designer. Have verified that the setting in Site Admin allows SharePoint Designer. Anyone have any other ides?
