Creating SQL Single Server DB on Azure on 12 month subscription RRS feed

I just prepared this question to send to send to Microsoft support to a contact I was working with back in April but I got a mail rejected message.  I guess the guy moved on and is no longer there.
I don't want to post this on Stack they might vote it down because it's not really code related.
I'm hoping someone here has some experience with this.

I have been publishing my Application out to Azure without problem since April.
But since then I have added an SQL Server Database to my application locally as I develop, and I am ready to deploy that out with the app to Azure.
So I am following along with this tutorial out on Microsoft docs:
    https://docs.microsoft.com/en-us/azure/azure-sql/database/single-database-create-quickstart?tabs=azure-portal.

The way I understand it, I should get the SQL Server service with 250 GB a month for free with a Free F1 12 month subscription as described here:
    https://azure.microsoft.com/en-us/free/

I choose the Standard Configuration with 250GB on the Configure screen (since this is the only one with 250 GB):

But now at this point it says estimated cost will be $15.00 a month.
    It should be free:

    And when I click apply:
    Shouldn't this say "Free F1"?

And then on the "Review and Create" Page:

So again how do I make it $0.00 a month and "Free F1"

Or would it just show up as F1 if I go ahead and create it?
Just want to double check.  It's very confusing.

Sorry if this is confusing I had a bunch of images in the email but I can't figure out how to get them into this post.
