How can I draw a rectangle in VB.net?

Hi every one,

        Any one Please help me to draw a rectangle in VB.net. Is there any way to manipulate images in VB.net like GD functions in PHP.

       If it is possible to create a new images(jpg,png,gif) using VB.net, Please explain me about that.

It is a CodeProject artcile of a Captcha control - it  contains code for manipulating an image in VB.NET
