What you mentioned is only one of the possible causes of the problem. The key error message is in the last line:
ERR_CONNECTION_TIMED_OUT
Usually, a connection timed out error appears when your website is trying to do more than your server can manage. The prompts on the page are two more common causes of problems, but there are many reasons for this problem.
You can try the following methods to solve the problem:
- Check Your Network Connection (restart your router)
- Disable Firewall and Antivirus Software Temporarily
- Disable Proxy Settings
- Change DNS Servers
- Flush/Renew DNS
- Clear Browser Cache, etc.

It is OK when Firewall is disabled. But I should make Firewall on and which port should be opened specifically to resolve current issue?

- Open Windows Control Panel
- Select System and Security
- Select Windows Defender Firewall -> Allow an app through Windows Firewall
- Change settings
- Check the browser you used (e.g. Google Chrome)
In Windows 7, you could refer to this case : allowing-a-webpage-through-firewall
