    According to Google ComponentArt.Web.UI is a 3rd party library.

    Also, the website for  componentart.com is no longer active and there is no support for that set of tools.  It's up to you to test it and see if it works in the framework you are using.  If not, you are on your own.

    The OP's question is if this available in framework 4.8.   The nuget link was provided by an earlier post.  There is no way to know if it works in framework 4.8 other than what I suggested:  Try it.

    The ComponentArt.Web.UI works with  framework  4.8.
    We use it in a larger web solution.

    What a pitty there is now further development. Very smart, easy to use and doing things very performant blazer / MVC is trying to do whithout the javascript hell.
