    How does this issue relate to .NET Framework installation and setup (this forum's topic)?

    If there is a relationship, please use this tool to verify the .NET Framework version you suspect:

    Run the tool with the applicable .NET version selected, then post the first 15 lines AND last 15 lines of tool output here.
