SettingsPane and Flyout location when filled

Question

I was coding some settings flyouts for my project earlier which are working as expected but I then noticed something strange when I dragged my app into filled mode.  When an app is displayed full screen and you activate the settings charm the flyouts associated with the app appear in the same location as the settings pane at the right side of the screen but if you display the app in filled mode and activate a settings flyout it appears at the right side of the app display and not the screen display,  it doesnt appear in the same location as the settings pane.

When flyout activated it doesnt appear in the same area as settings pane which looks and feels a little odd because that is where people would probably expect it to appear

I can understand that perhaps because the app is divided by the black bar when in filled mode and that is probably the reason why the flyouts appear within the apps side of the divider but still wouldnt it be better for them to appear in the same area as the settings pane regardless of display mode just to make things consistent?

The black bar separate the display area of each app.

It's to your app to managed the show of the settings panel. You could show a flyout but also a page or some thinks else depending on you imagination.
You have to choose how to display the information so it's normal that you could only display on your apps area.
