    I have a blazor web app, and I have a psd design.
    What course should I learn to convert the PSD and apply it to blazor responsive app?

    Well you need to know html and css. If the PSD designer does not give you separate assists (images, gradients, color, fonts, sizes, etc). you probably need to learn photoshop so you can extract the assists yourself.
