If you cant find it then could you check in the logs at: %localappdata%\Microsoft\Web Platform Installer\logs\webpi
for the details on which products are not supported and see if its that list.
Lastly if you definitely can't install it using webpi you should be able to click directly the x86 or x64 link in this page:
http://www.iis.net/expand/SEOToolkit
just make sure you have installed IIS locally so that it can successfully install.
